Version: icehouse

Steps to repro:

1. Go to 'Project / Object Store / Containers'
2. Click "Create Container"
3. Type name and choose "Public" Container Access

Expected behavior: container created with Public access

Observed behavior: container created as Private

4. Choose "Make Public" in context menu of container

Container changes access to "Public" as expected
