its possible to configure the same image name  more than once in the ui .

in my opinion the image name is not a key in database but it should be a key in the user interface .

I don't think Horizon should enforce restrictions that are not applied
by the clients. In this case end-users would still be able to upload
images with duplicate names using the Glance client. When end-users get
a different behaviour depending on whether they use the CLI tools or the
dashboard, it leads to confusion and bug reports.
