Patch was abandoned.  Nova is using pbr now and the oslo version module
isn't in openstack-common.conf on master:

Status in OpenStack Compute (Nova):
  Invalid

Bug description:
  Oslo's version.py which Nova uses requires openstack.common.setup
  which isn't included with Nova at the moment.

  This should be added to openstack-common.conf and copied into the Nova
  repo.
