Bug description:
  local_settings.py example lists:
  #POLICY_FILES = {
  # 'identity': 'keystone_policy.json',
  # 'compute': 'nova_policy.json'
  #}

  
  whereas
  settings.py lists instead:
  POLICY_FILES = {
      'identity': 'keystone_policy.json',
      'compute': 'nova_policy.json',
      'volume': 'cinder_policy.json',
      'image': 'glance_policy.json',
      'orchestration': 'heat_policy.json',
  }

  I think, we should hint users to customize volume, image etc. as well.
