  cinder cross_az_attach uses instance AZ value

Status in OpenStack Compute (Nova):
  Fix Released

Bug description:
  When checking if an instance is in the same AZ as a volume nova uses
  the instances availability_zone attribute. This isn't the correct way
  to get an instances AZ, it should use the value gotten through
  querying the aggregate the instance is on
