Running migrations for Bigswitch plugin got an error
http://paste.openstack.org/show/85380/. For creating table
'networkdhcpagentbindings'  table 'agents' is needed to exist, but
Bigswitch plugin was not added to the migration_for_plugins list in
migration 511471cc46b_agent_ext_model_supp.
