  Use oslo-incubator weights and filters in nova

Status in OpenStack Compute (Nova):
  Opinion

Bug description:
  Some weight and filters code was copied from nova to oslo-incubator as
  other projects use it such as cinder.

  Now we have code duplicated (and already veering off in different
  directions) between nova and oslo-incubator including:

   * JsonFilter
   * AvailabilityZoneFilter
   * BaseFilter

  This bug proposes to move all of these into only oslo-configurator.

  We should also consider, which other host weights and filters should
  be moved there.

  This is part of blueprint entrypoints-plugins - as the BaseFilter and
  BaseWeight already use stevedore for plugin loading.
