DESCRIPTION:

               I am not able to delete firewall policy immediately after
deleting firewall. And able to delete it only after 3 seconds

Steps to Reproduce: 
             1. create router and attach new network as interface to the router
             2. create firewall rule and attact it to the firewall policy
             3. create firewall using the above policy
             4. Now delete firewall
             5. delete firewall policy immediatly with in 3 seconds using script.

Actual Results: 
            Error thrown saying that firewall policy is in use

Expected Results:

           firewall policy should get deleted and it should not take 3
seconds
