Public bug reported:

When vm in the hypeviisor core down, nova-compute modify power_state and
vm_state. Maybe administrator fix the hypervisor problem, and vm start
correctly. But synchronization of power_state will stop vm when finding
vm is running and vm_state is stopped.

In my opinion, the synchronization can keep user from enjoying service
when user does not pay fee. However, it cause vm stopped incorrently.
