[Bug 1351339] [NEW] Thousands of "[:error]" in keystone debug logs makes it hard to debug

Search for "error" and you get ~48K hits.  This makes it pretty hard to
debug actual errors in the keystone logs.

I'm guessing this is keystone reading from the apache httpd stderr
stream.
