Public bug reported:

1.create 2 networks,subnet in each n/w
2.create a dvr and attach the subnets to dvr
3.create external network 
on setting router gateway the dvr is hosted on all nodes with agent_mode=dvr_snat and dvr even though no VM's are hosted on these subnets

my setup consists of a controller a node with agent_mode=dvr_snat and
two compute nodes with agent_mode =dvr

Expected results:

on setting router gateway the snat namespace and dvr naspace can be created on node with dvr_snat ,however they should be hosted on node with agent_mode=dvr until a vm is hosted in the subnet attached on that node.
