Steps to reproduce the problem.
#1 Create instance
#2 Create instance snapshot
#3 After the creation of the instance snapshot all openstack services lock for around 10 seconds

The problem is always reproducible.

Overview of the environment:
nova - 2.15.0
neutron - 2.3.0
glance - 0.11.0
cinder - 1.0.6
keystone - 0.3.2
