In Juno, the default updates panel (accessible via Admin > System >
System Info > Default Quotas), is display-only for all fields.

  "fixed IPs" not available to edit in "update defaults"

Bug description:
  Even though it appears in default tab there's no field to edit when
  opening "default updates" in horizon
