[Bug 1361366] [NEW] all one convergence IPv6 tests have to be skipped explicitly

Public bug reported:

The One Convergence plugin doesn't currently support IPv6 so every new
IPv6 test has to be explicitly skipped in the plugin's tests. This is a
burden to IPv6 developers. As an interim until v6 support is added, a
way to skip IPv6 tests by default should be added.

** Affects: neutron
     Importance: Undecided
     Assignee: Kevin Benton (kevinbenton)
         Status: In Progress
