In the ML2 Cisco Nexus MD UT, the function test_nexus_add_trunk tries to verify
that the create vlan message is only sent to the Nexus once, when two ports are created
With the commit of https://review.openstack.org/#/c/113009, test_nexus_add_trunk 
sends two create vlan messages and this error is not caught in the UT.
