[Bug 1365476] [NEW] HA routers interact badly with l2pop
Public bug reported:
Since internal HA router interfaces are created on more than a single
agent, this interacts badly with l2pop that assumes that a Neutron port
is located in a certain place in the network. We'll need to report to
l2pop when a HA router transitions to an active state, so the port
location is changed.
