Title:
  Tab preload causes issues on table actions

Status in OpenStack Dashboard (Horizon):
  Fix Released

Bug description:
  When the Tab has set preload = False option, the table action buttons
  that depend on table row selection won't get disabled. Also by the
  consequence, the filter table action returns 405 Method_Not_Allowed.

  To reproduce:

  There are not many instances of tables under tabs in the UI, but this is present for example in Access&Security panel.
  in horizon/openstack_dashboard/dashboards/project/access_and_security/tabs.py add preload = False in SecurityGroupsTab class definition. Then in AccessAndSecurityTabs definition, specify SecurityGroupsTab as SECOND tab.

  In the UI, navigate to Access and Security panel and click on Security
  Groups tab. The Delete Security Groups button is enabled now and
  should be disabled until one of the table rows is selected.
