Title:
  Volume Backup Details needs Bootstrap treatments

Status in OpenStack Dashboard (Horizon):
  Fix Released

Bug description:
  From Project Volume Backups tab, click on any backup name to go the
  Volume Backup Details page. There is a large blank area in the middle
  of the details page. This is because this page was created and merged
  in about the same time  as the Bootstrap changes so it didn't get the
  treatments like other panels (see
  https://review.openstack.org/107042).
