  Edit Image - make Format editable

Status in OpenStack Dashboard (Horizon):
  Fix Released

Bug description:
  If you try to edit an existing image, you will see that the 'Format'
  field is read-only.  However, from CLI, you can update the format.

  This behavior should be the same on the UI.
