Public bug reported:

The version of jquery-ui library that is currently bundled in Horizon is
quite ancient and buggy. Most distributions will try to replace those
files with their own versions, which are much higher than what we have.
This can result in unpredictable breakage, that we won't be able to
reproduce in our development environments.

The solution is to upgrade jquery-ui to a recent version, so that we can
test it more realistically before the release.
