  Improve network rbac policy to use objects

Status in OpenStack Compute (Nova):
  Opinion

Bug description:
  The network policy checking does not yet support sending the relevant
  object into the policy request.  The calls need to load the relevant
  object and send it in so that we can do some more fine grained support
  like admin_or_owner checking.
