  add_fixed_ip_to_instance not work

Status in OpenStack Compute (Nova):
  Invalid

Bug description:
  These is a API for add a additional fixed-ip to a instance. The api return success but doesn't work.
  The nova-network is FlatDHCPManager .

  After make request to add fixed ip to instance(tt6), the result:
