Honestly, I'm pretty sure this works as you expect. Unless you can
provide a reproduce scenario where it doesn't, I'm not sure there is
anything to fix here.

  schedule disk_filter issue

Bug description:
  In filter/disk_filter.py, we use the the whole free disk on the host to caculate, But I think we need to use the free disk for store in stance here.  
  Example, the whole free disk may be 100G on the host, but in /var/lib/nova/instances/ the free disk  may only have 10M, I think that we should use this 10M  in this filter, not 100G.
