[Bug 1372737] [NEW] Creating large numbers of networks causes neutron server overload

When creating large numbers of networks with dhcp enabled at the same
time, dhcp agent will periodically collect network information via rpc
calls from Neutron server, which is a time consuming job. In our test
environment, creating 4096 networks at the same time will lead to more
than 90% usage of the cpus.
