Bug description:
  Contrary to bug 1285478, requirements files should not be sorted
  alphabetically. Given that requirements files can contain comments,
  I'd suggest a header in all requirements files along the lines of:

  # The order of packages is significant, because pip processes them in the order
  # of appearance. Changing the order has an impact on the overall integration
  # process, which may cause wedges in the gate later.
