Title:
  KvsInheritanceTests does not use backend KVS

Status in OpenStack Identity (Keystone):
  Fix Released

Bug description:
  The tests in KvsInheritanceTests [1] does not use the backend KVS as
  identity driver, as they were supposed to.

  To fix this, we need to add a config_overrides method, as at [2].
