[Bug 1375994] [NEW] Floating ip iptables NAT rules should be applied on the external interface

Currently the floating IP Iptables NAT rules are not specific to
external interface which causes issues when using floating IP and the
extra route extension. The NAT is applied on packets going through the
interface used for the static route.
