Public bug reported:

OPENSTACK_QUANTUM_NETWORK setting should be warned as deprecated and a
log message should suggest to use OPENSTACK_NEUTRON_NETWORK instead.

It is better to be included in Juno release so that we can remove
OPENSTACK_QUANTUM_NETWORK in Kilo cycle.
