There is workaround code in
https://github.com/openstack/horizon/blob/a0f7235278cfe187b2ff31bfb787548735111c8b/openstack_dashboard/openstack/common/gettextutils.py#L302
for handling older versions of Babel which we no longer support.   It
should be removed for clarity.
