In Projects->Network->Network topology pop up bubbles, it seems that
actions like "Delete router" and "Terminate Instance" are in english
only.

It looks like these labels are constructed by CSS based concatenation.
I suspect they may have worked in past releases by relying on the
BatchAction concatenation based resources to be present.
