[Bug 1382354] [NEW] can not create router when gateway ip is not in subnet

 

Public bug reported:

When we create subnet, neutron does not check whether gateway ip is in the subnet ip pool. 
Next we create route, the gateway ip is assigned to route. At this time, neutron check  whether ip is in the subnet, the result is failure.

sulution:when creating subnet, neutron should check gateway ip.
