Title:
  Project Images list does not behave properly when Project and Public
  images exist

Status in OpenStack Dashboard (Horizon):
  Expired

Bug description:
  When Project and Public images exist Project > Images list first shows
  a list of all images, then very quickly switches the selection at the
  top to "Project (#)" and filters the list. Suggestion is to show the
  filtered list in the first place.

  Steps to reproduce:

  1. Make sure Project and Public images exist (For Project images I created some instance snapshots).
  2. Go to Project > Images
  3. You'll notice that initially a full list of all images is shows and none of the buttons "Project (#)", "Shared with Me (#)", or "Public (#)" are selected.
  4. Then very quickly the list is shrunk to only Project images and "Project (#)" button at the top is pressed.
