  Horizon message is inadequate when attempt to add user after
  activating LDAP

Status in OpenStack Dashboard (Horizon):

Bug description:
  Enhancement: Horizon need to improve the error messages when working
  with LDAP servers. The messages nowadays are too generic.

  PS: It may require changes on Keystone.
