Public bug reported:

When using policy.v3cloudsample.json without change (except 'admin_domain_id'), 
the cloud_admin cannot get the list of projects(list_projects) in domains other than its own domain.
The cloud_admin is an administrator for the entire keystone system,
so the cloud_admin should be able to get the list of projects in all domains.

The 'policy.v3cloudsample.json' is a sample file, but it should be
corrected.
