[Bug 1394034] [NEW] No ports available for users without admin role

Public bug reported:

When regular user (without admin role) tries to associate a Floating IP with an instance, the list of ports is empty.
When the user has admin role, the problem doesn't appear. I believe the regular user does not have access to something that is needed to ensure "reachability" of the the network from Floating IP's router.

This problem does not have anything to do with similar reports related
to DVR (decentralized routers).

This bug is caused by fix to bug #1252403. Going one commit before that
bug's fix was commited solves the problem.

Going back in RDO packages to openstack-
dashboard-2014.2-0.2.el7.centos.noarch.rpm (from Sep 16) also solves the
problem.
