During  LBaaS v2 unit testing changes review, testing classes for XML format were removed.

See differences between 8th and 9th patches

Removed classes: 
class TestLbaasXML from neutron/tests/unit/db/loadbalancer/test_db_loadbalancerv2.py
LoadBalancerExtensionV2TestCaseXML from neutron/tests/unit/services/loadbalancer/test_loadbalancer_plugin.py

Those classes should exist for proper unit testing
