[Bug 1396696] [NEW] grenade tests failing with glance 400 error

I'm seeing the following error in multiple patches failing the check-
grenade-dsvm job for stable/juno patches:

I'm not clear how to fix this, as it appears to be either a grenade or
glance issue, and not related to the heat patches I'm trying to
backport, AFAICT.
