  dhcp net namespace is not deleted well

Status in neutron havana series:
  Fix Released

Bug description:
  reproduce steps:
  1. create a network
  2. create a subnet
  3. delete the network
  4. check the dhcp-xxx namespace, we will see the dhcp-name space for this network is not deleted.
