'default' security group should be deleted by admin only

After the release of review (https://review.openstack.org/#/c/22713/)  a
'default' security group can be deleted by any user. But this
functionality should only stay with admin and he should have the
privelege to delete a 'default' security group if it is required.

Expected Error : ERROR (BadRequest): Removing default security group not
allowed. (HTTP 400) (Request-ID: )
