Image format is actually getting selected automatically based on the
extension of the File selected.

User error, bug can be closed

  Selecting an Image File resets the value of Format field

  Invalid

Bug description:
  From the create image page
  1. Set the format to Raw
  2. Set Source to Image File
  3. Click Browse on the Image File to select a file

  Result: The value of Format is reset
