  Launch Cluster - dropdown menus with no choices should show default
  msg

Status in OpenStack Dashboard (Horizon):
  Fix Released

Bug description:
  Data Processing > Clusters > Launch Cluster modal:

  Cluster Template and Base Image are required fields.  If there are no
  choices, it is just blank.  There should be some message like "No
  Images Available" or something.  Or some button to Register an Image.
