  Overview CSV file has hardcoded date format

Status in OpenStack Dashboard (Horizon):
  Fix Released

Bug description:
  Admin (or Project)->Overview->Download CSV Summary generates a CSV
  file that has a date format that is not proper to the locale, nor does
  it match the rest of Horizon.

  I'd expect this to be in YYYY-mm-dd like the rest of Horizon if it
  cannot be localized.
