  KeyError: 'available' in upstream unit tests

Bug description:
  Appears in floating_ips/tests in this test
  test_allocate_button_disabled_when_quota_exceeded

  Patch 118478 introduced security group create buttons respecting quotas. This
  unit test needs to mock the security group available variable for quotas to
  avoid the KeyError.
