Bug description:
  Due to this change:

  The tests are using this URL:

  self.wh.path = "ws://127.0.0.1/?token=123-456-789"

  And "ws" is an undefined scheme.  Due to a python bug:

  http://bugs.python.org/issue9374

  The query string isn't parsed for an undefined scheme.  For example:

  Python 2.7.3 (default, Sep 26 2013, 20:08:41) 
  [GCC 4.6.3] on linux2
  Type "help", "copyright", "credits" or "license" for more information.

  There is an older bug 1202149 for the same problem in Nova.
