When testing out multi node devstack running tempest-full
tempest.scenario.test_shelve_instance.TestShelveInstance fails

The instance successfully goes to SHELVED_OFFLOADED, and when its
unshelved it goes back to active on the second node, but the instance is
unable to reach the metadata server (as confirmed by no metadata calls
in the  right time window).
