Public bug reported:

Neutron supports multiple external provider networks on a single L3
agent from Icehouse release.

But in the current neutron code, when multiple external provider
networks are configured on the node with a single L3 agent, the router-
update or router-gateway-set command with the second external network
will try to reschedule the router, even though there are only one l3
agent in the node.
