[Bug 1405091] [NEW] Create the same member the same address, protocol-port and pool id should not return 500 error

 

Public bug reported:

SYMPTOM:
1.Create the first member by using  address, protocol-port and one pool id.(successfully)
2.Create the second member by using the same address, protocol-port and one pool id.(failure)

And return "Internal Server Error (HTTP 500)"
I think it should not return 500 error,it may be 409 error.
