Title:
  auto ip address assign may not work with multiple subnet with
  different allocation pool range

Status in OpenStack Neutron (virtual network service):
  Invalid

Bug description:
  Let's say

  subnet 1's allocation pool has 100 ips.
  subnet 2's allocation pool has no ip.

  In this case, auto ip address assign fails, because current quantum
  try to get ips in each subnet.
