Summary:

The current description in the modal within Horizon for "Launch Stacks"
and "Change Template" is vague and doesn't offer much clarity for the
average operator. This may require extra effort to search through the
documents to have a better idea of what its functions and requirements
are.

The proposed fix is to change it from saying:

"Use one of the available template source options to specify the
template to be used in creating this stack."

to:

"A template is used to automate the deployment of infrastructure, services, and applications. 
Use one of the available template source options to specify the template to be used in creating this stack."

The following html files are to be updated with the new description:

/opt/stack/horizon/openstack_dashboard/dashboards/project/stacks/templates/stacks/_change_template.html
/opt/stack/horizon/openstack_dashboard/dashboards/project/stacks/templates/stacks/_select_template.html
