I has a pool with one ACTIVE member, all worked well, I changed the member to admin_state_up=False, the traffic from the outside into the vip stopped and I started to get 503 (Service Unavailable) as expected, however, the cli commands show that the member status + the member healthcheck status + the pool status are all ACTIVE although in practice that's not the case.
